Widespread rain moved across the region on February 15 well ahead of an area of low pressure developing across the Mississippi Valley. Although temperatures were cool across central Virginia, elevated instability allowed bands of moderate to locally heavy rain trained over the city of Richmond during the afternoon and evening. Eventually, the soils became saturated, allowing for localized instances of flash flooding across the city of Richmond on the evening of February 15.
