A deep moisture plume moved into the Rio Grande Valley with a low level convergence area setting up in the same area. This brought showers and thunderstorms to the El Paso area which stalled out near the Franklin Mountains. Rainfall amounts of 1-2 inches fell quickly and caused flash flooding around downtown and northeast El Paso.
