The combination of an approaching cold front and tropical moisture that moved into the region from a decaying low pressure system over the Carolinas produced heavy rain over Eastern Pennsylvania between 6 a.m. EDT and 6 p.m. EDT on the 28th. This caused flooding and flash flooding, especially in or near the Lehigh Valley.
