Strong low pressure moving out of the lower Mississippi River Valley dumped 2 to 4 inches of rain on already saturated ground causing flooding of smaller rivers and streams. Roads were washed out and culverts destroyed due to the intensity of the rain. During the afternoon of October 28th, a kayaker drown in the rain-swollen East Branch in Bartlett, NH.
