A significant severe weather and flash flood outbreak developed across northeast Pennsylvania as a storm system moved east from the Great Lakes. Thunderstorms with damaging winds and very heavy rain developed and moved across the area during the overnight hours on the 28th. One supercell thunderstorm produced a tornado in Susquehanna county. Significant flash flooding also occurred across portions of the area.
