The combination of a slowly moving cold front with a wave of low pressure along it and wet antecedent conditions helped develop a large area of light to moderate rain with embedded thunderstorms accompanied by heavy rain in New Jersey primarily during the afternoon of the 18th. This led to urban and poor drainage flooding and also flash flooding near and along some of the smaller creeks and rivers in the state.
