A surface boundary was located across Southwest New Mexico with a weak mid level trough off to the southwest. A deep layer of moisture was in place across the region with dew points around 60 in El Paso. Over 3 inches of rain was reported in an hour and a half in the Upper Valley with several streets impassable and water in some buildings.
