An upper level low and trailing trough extending from Nevada into Arizona and western NM allowed for numerous storms to develop. Storms moved slowly from south to north and trained over the same areas. With many areas already seeing saturated ground from previous days of rainfall, the potential for flash flooding was exacerbated.
