An area of showers and thunderstorms moved through the Eastern Panhandle during the evening of the 3rd. Two to four inches of rain fell across northern Berkeley County. Eleven roads were closed by flooding, including Hedgesville Road and Williamsport Pike. Dry Run overflowed into the basement of the Fairlawn Gardens apartment complex in Martinsburg, rendering the utilities unusable.
