A strong Atlantic coast storm brought heavy rain with amounts between 1 and 3 inches on the 28th. In addition, snowmelt was causing elevated river flows before the rain started late on the 27th. Water equivalent of the snowmelt was a few more inches. The Susquehanna River at Vestal went above its flood stage of 18 feet early on the 29th, crested at 20.80 feet at 6:00 PM also on the 29th, then fell back below flood stage on the 31st.
