A line of heavy showers and embedded thunderstorms ahead of a cold front was followed by moderate rains behind the front. This combination caused several roads to become submerged in the Annapolis area, including most of the normally flood-prone highways. These roads included an on-ramp to eastbound federal highway 50, Brockbridge Road at the Prince Georges Co line, and the intersection of state routes 424 and 214 in Davidsonville
