Periods of heavy rain...enhanced by thunderstorms...moved across the area the night of July 3 and during July 4th.Generally between 1.5 and 3.5 inches fell across Northern New York with 4 inches or more in the Adirondacks.Road washouts were reported on the evening of July 3, 1996 in the towns of Dannamora, Willsboro, Wadhams and Essex New York.Road washouts
