On October 19 and 20 a nearly stationary low pressure system over southern New Jersey and southeast Pennsylvania produced heavy rains across much of eastern New York and western New England. Rainfall totals in Litchfield County Connecticut averaged several inches, with 5.65 inches at Woodbury. The heavy rain produced road flooding across much of Litchfield County on Sunday October 20.
