A storm system tracked across New England with steady rainfall. The previous month was very wet so soil conditions remained saturated. Rivers and streams rose rapidly with many exceeding flood stage. By 6:50 AM EST roads were flooded in Plattsburgh, NY. The Salmon River was flooding by 8:28 AM EST with extensive flooding in Schuyler Falls, NY.
