A strong, well defined mid level circulation lifted northeast into eastern Kentucky by late afternoon. Ahead of this disturbance, cellular convection formed and moved north into southern West Virginia. New convection formed up the mountain counties, reaching into Upshur County. Local downpours of .5 to .75 inches of rain in 15 minutes, and 1 to 2 inches of rain in less than 2 hours occurred.
