An upper level disturbance interacted with an old frontal boundary and a tropical airmass to produce torrential rain across the Concho Valley and San Angelo. This very heavy rain caused flash flooding and resulted in many homes flooded and several swift water rescues. Rainfall amounts of 4 to 8 inches plus fell into the Concho River water shed. This water flowed into a nearly empty O.C. Fisher Reservoir, filling it to 13 percent full.
