A shortwave producing showers and embedded thunderstorms moved across eastern Ohio, southwestern Pennsylvania, and northern West Virginia on the 28th. Heavy rain and localized flooding was reported over portions of Ohio and West Virginia. Rainfall amounts of two to three inches were reported in 3 hours.
