During the night of February 9th, strong Chinook winds developed over the eastern Slope of the Wind River Mountains. Temperatures climbed into the 50s as a result. These warm temperatures and strong winds brought rapid snowmelt of a deep snow pack and ice jams that produced flooding around portions of the Lander Foothills and Wind River Basin.
