Upper high was located over Great Basin with initial surge of monsoon moisture pushing in from the east. Storm motion was very slow which allowed for heavy rain to be produced from any thunderstorm. A storm developed over southeast El Paso county in a very flood prone area near Socorro and San Elizario which produced flash flooding.
