A strong upper level system combined with a lot of low level moisture led to a period of heavy rainfall on the 15th into the 16th. Widespread rainfall amounts of 2 to 3 inches fell in 24 to 36 hours from north central West Virginia into the mountainous counties. This led to flooding on many rivers and streams.
