The region was underneath a large upper level ridge with a subtle frontal boundary near the NY/PA state line. The region was in a warm and very moist air mass with precipitable water values around 1.75 inches. Thunderstorms developed across Allegany County early in the morning. With 700 mb winds less than 10 kts, these storms hardly moved at all. They maintained intensity, eventually dropping a radar estimated 2.5 inches in about an hour.
