Upper low closed off over eastern Ohio, with high precipitable water values over central and eastern North Carolina with improving deep layer shear and 1500-3000 J/kg of MLCAPE fueled numerous storms and storm clusters from early afternoon through the evening. Locally heavy downpours resulted in isolated flash flooding and isolated strong to severe storms.
