A slow-moving upper level storm system and associated surface cold front moved into the Southern Plains on the 20th and 21st. Widespread showers and thunderstorms developed along and ahead of the front. Some of these thunderstorms moved slowly and produced locally heavy rainfall repetitively over the same areas, which resulted in flash flooding across portions of Tulsa County.
