A low pressure system and associated cold front moved into the Ohio Valley on the evening of the 19th, which was already an environment primed for locally heavy rainfall given the abundant amount of low level moisture. Showers and thunderstorms formed that evening, resulting in flash flooding across portions of southeast Ohio.
