Very moist and rather unstable conditions were present across south-central Arizona on July 23rd and as a result, scattered monsoon thunderstorms developed across higher terrain areas to the east of Phoenix. Due to the potential for very heavy rain, a Flash Flood Watch was issued across south-central Arizona during the afternoon and evening hours.
