An excessively warm and humid airmass resided over northeastern Pennsylvania for several days. A weak surface boundary provided the focus for slow moving, conglomerated thunderstorms which produced several hours of locally heavy downpours. This resulted in excessive runoff to streams and drainage systems in the Kingston and Wilkes-Barre areas.
