Warm and excessively humid conditions beneath a weak area of high pressure led to the development of numerous thunderstorms around the region. These storms moved very slowly across the area due to light steering winds. Torrential rainfall fell in just a few hours, causing flash and urban flooding problems in a few areas of northern PA.
