Persistent easterly flow allowed water to build up in the lower part of the Chesapeake Bay in the tidewater area of Virginia. As the flow turned southerly, this brought most of the water anomalies northward along the western shore of the Chesapeake Bay and tidal Potomac River, leading to moderate Coastal Flooding.
