A strong upper low developing to the west of northwest of Arizona began to import significant amounts of moisture, some of it tropical in nature, into southern Arizona on November 19th. Widespread showers and isolated thunderstorms developed across the central deserts, and moderate to locally heavy rainfall developed. The heavy rain resulted in an episode of flash flooding to the southeast of Phoenix during the early evening hours. Flash flooding resulted in road closures in the town of Arizona
