A tightening pressure gradient between a deepening low pressure system over the Midwest and Hudson Bay high pressure to the north generated a prolonged period of strong northeast winds to 40 mph or more across the Bay of Green Bay. Pounding waves into the shores of southern Menominee County caused extensive lakeshore flooding from the 18th into the morning of the 19th.
