Slow-moving thunderstorm cells over saturated ground caused localized flash flooding during the afternoon hours. An upper-level disturbance advancing quickly southeast across western Illinois promoted the growth of thunderstorms along an outflow boundary extending from southwest Illinois across western Kentucky.
