Tropical moisture from the remnants of Marco and Laura led to showers and thunderstorms on the 27th. Multiple rounds of rain resulted in a narrow swath of 2 to almost 5 inches of rain across the foothills of West Virginia. Compromised soils from previous rainfall earlier in the week made this area very susceptible to flooding, leading to local high water issues along the roadways.
