Low pressure moved northeast across New England during the afternoon of April 28th through midday on the 29th. One and a half to 3 inches of rain fell across the Passumpsic River Valley in Caledonia county, Vermont during the 28th into the 29th. This heavy rainfall combined with melting snow caused several smaller streams and rivers in Caledonia county, including Millers Run and the East Branch of the Passumpsic to flood and led to portions of the Passumpsic River in Lyndonville to flood as well
