An upper level low pressure system was over the Arizona and New Mexico border. There was a stationary front across the area which provided additional lift over Southeast New Mexico. Abundant moisture was continuing to move into the region. These conditions resulted in rain and thunderstorms developing and moving over the same areas producing flash flooding across Southeast New Mexico.
