The remnants of Tropical Storm Fred moved into the area late on August 17th into early August 18th leading to heavy rainfall overspreading West Virginia. Multiple instances of flooding occurred as rainfall amounts of around 2.5 to 3.5 inches fell over portions of western West Virginia. A few garages were flooded in Cabell County and flash flooding occurred in multiple locations along Route 3, a few of these locations becoming impassable for a time during the event.
