An upper level low pressure system was over the Arizona and New Mexico border. There was a stationary front across the area which provided additional lift over West Texas. Abundant moisture was continuing to move into the region.

Plentiful moisture came in from the Pacific Ocean across southeast New Mexico and far West Texas, and this moisture was limited further east due to a mid-level ridge that was approaching the Southern Plains.

There was moisture coming into the region from Tropical Storm Odile over northern Mexico/southern New Mexico. This made the air mass very moist. Upper level disturbances were moving over the area from Odile which increased atmospheric lift.
