A cold front in mid-November interacted with a trough over the Mexican Plateau, as well as above normal temperatures, to create numerous showers and storms across the populated Lower Rio Grande Valley extending into Brooks County. Heaviest rains, estimated at 4 to 5 inches, fell along the Rio Grande southeast of Brownsville; over 2 inches in less than 2 hours created localized urban flooding in the city.
