Widespread, major street flooding occurred in Cape Girardeau. Vehicles stalled, and emergency crews rescued trapped motorists from water as deep as 8 feet. Some buildings received water damage, including 36 homeowners who reported basement flooding to city officials.

An unusual mid winter tornado outbreak occurred over southwest and central Missouri. 31 tornadoes struck the region within a 15 hour time frame on 7 January into early morning 8 January. Two tornadoes intensified to EF-3 status while five tornadoes caused EF-2 damage.

Repeated development of storms along and north of an advancing warm front led to a large swath of greater than three inches of rain south of a line from Stockton to West Plains. This excessive rain occurred on wet soil conditions from record rainfall in February and March.
