The Susquehanna River at Waverly, New York and Sayre, Pennsylvania went above its flood stage of 11 feet during the evening of the 25th, crested at 12.52 feet at 8:30 AM EST on the 26th, then fell back below flood stage midday on the 27th.

By 945 PM on 5th, Ambridge and Leetsdale reported flooding; and Barclay Hills Rd west of Vanport flooded after 2 inches of rain. 200 homes flooded in some way. Roads still flooded Noon on the 6th.

Basement flooding began at 718 PM EDT on 8th. At 827 PM, Dinnerbell Rd flooded in Saxonburg. By 10 PM, evacuations began west of Butler. By 8 AM on 9th, roads were still closed near Butler; and people were evacuated in Evans City and Harmony.

A nearly stationary frontal boundary across the upper Ohio valley was the focus for severe thunderstorms. A few supercells developed along the front with one severe thunderstorm producing a tornado in Tuscarawas county Ohio.

The Clarion River flows into the Allegheny River at Parker, Pennsylvania. Ice jams contributed to what was near record flooding for the Clarion River at Cooksburg, Pennsylvania. The Clarion River at Cooksburg crested at 16.4 feet, 3.4 feet above flood stage on the 19th at 11 pm.

A strong Atlantic coast storm brought heavy rain with amounts between 1 and 3 inches on the 28th. A few locations had over 3 inches. In addition, snowmelt was causing elevated river flows before the rain started late on the 27th.
