Rains of 1.5 to 2.5 inches fell in less than 90 minutes over eastern Carter, northern Lawrence, and Boyd Counties. In Carter County, water flooded roads around Willard and Jeriel. In Lawrence County, water in Bells Trace Creek near Webbville rose from base flow to over the roads in 40 minutes. In Boyd County, Route 3 along the East Fork flooded. Numerous small streams, such as Jack Fork, Clays Jack Fork, and Long Branch saw minor overflow in Boyd County. Minor damage to roads occurred. No
