By 445 PM EDT on 8th, Horse Shoe Bend Rd flooded east of Newcomerstown; a 9-year old girl was swept off the road by flood waters as she walked home from school. By 5 PM, Blizzard Rd flooded in Uhrichsville. Before flooding ended, basements flooded in Uhrichsville and a few homes were evacuated in Dennison. Thunderstorm continued to move across Tuscarawas County during the day of the 28th. By that evening, major flash flooding problems were reported countywide. The city of Uhrichsville was especially hard hit, with 300 families forced to evacuated.
