A continued feed of tropical moisture, combined with a stationary upper-level trough, produced scattered torrential-rain producing thunderstorms across the Potomac Highlands. One of these storms ravaged western Allegany Co, flooding roads in and near Frostburg and Cumberland. Substantial damage was reported in Mt. Savage, where mud slides closed roads and runoff from higher terrain flooded several homes.
