An area of moderate to heavy rain with isolated thunderstorms moved through southeast Pennsylvania during the first half of the day on the 20th. Rainfall amounts through the morning of the 20th averaged 1.5 to 2.25 inches. This led to poor drainage as well as isolated creek flooding in Delaware and Philadelphia Counties.
