In the late afternoon, a low level boundary existed along the Ohio River from near Cincinnati to near Ashland, then east into central West Virginia. Rotating thunderstorms formed along this boundary, the strongest of which was across the Ohio River in southern Ohio. Downpours occurred across a narrow section of Greenup County causing minor flash flooding.
