The remnants of Tropical Storm Cindy moved northward from the central Gulf coast, while a cold front approached the Ohio Valley from the northwest. The tropical moisture from Cindy was squeezed out by the approaching cold front. Precipitable water values ranged from 2 to 2.4 inches, and marginal elevated instability was sufficient for embedded thunderstorms. The result was widespread heavy rainfall and isolated flash flooding.
