A coastal low formed along the North Carolina coast and tracked northward toward the Delmarva on the 21st. Heavy rainfall spread northward in advance of the low and then wrapped around the backside of the low as it tracked further north. Prolonged moderate to heavy rainfall resulted in one to three inches of rain across portions of West Virginia, leading to isolated instances of flooding.

On September 18, 2003, Hurricane Isabel made landfall on the North Carolina Coast. It moved northwest across Virginia and by 5 am on September 19, the center was over the heart of the eastern panhandle of West Virginia. Fortunately the storm had greatly weakened by this point.

An area of deep low pressure over the southeastern U.S. moved slowly into the southern middle Atlantic region in a 24-hour period from the morning of the 20th through the morning of the 21st, then off the coast by evening of the 21st.
