A slow moving cold front drifting south from the Great Lakes reached the Ohio Valley on the afternoon of the 3rd, promoting showers and thunderstorms across southeast Ohio. Heavy downpours created by these showers and storms resulted in flooding issues in the region, particularly in Vinton and Athens Counties.
