A very strong upper level disturbance along with a surface occluded front, resulted in widespread showers and thunderstorms across eastern New York during the afternoon of Memorial Day. Unseasonably cold air aloft, allowed for the formation of hail with several of the storms.

Flash flooding was due to an inch and a half to two and a half inches of precipitation mostly in the form of rain. Most of the rain fell in a 12 hour period during the day on the 26th. The rain fell onto a saturated snow covered ground.

A warmup at the end of Feburary, began melting the winter snowpack fairly quickly and helped break up an extensive ice pack on the upper Hudson and Mohawk Rivers. As a result, ice jams developed on the Mohawk and Hudson rivers.

The Tioughnioga River at Cortland went over the 8 foot flood stage on the 27th. The river crested at 8.61 from 12:43 to 1:13 AM EST on the 28th before falling back below flood stage just before noon of that same day.
